WHAT
IS A PUBLIC IMPROVEMENT DISTRICT?
A PID is a defined
geographical area established to provide specific types of improvements or
maintenance within the area which are financed by assessments against the
property owners within the area. Chapter 372 of the Texas Local Government Code
authorized the creation of PID's by cities.
WHAT IS THE BENEFIT?
A PID allows for
improvements and a higher degree of maintenance within the PID area which
presumably enhances the property values.

The PID has no
jurisdiction over individual homeowners or their property; however, we encourage
any resident to call the City’s Code Enforcement Dept. at
972-291-5100, ext. 3, and report any violations that you witness.
WHAT IS THE COST TO
ME FOR THE PID?
The Waterford Oaks
PID currently has an assessment of 10 cents per $100 valuation of your home’s
value per the Dallas County Appraisal District website. For example, if your
home is valued at $120,000, your annual assessment would be $120, which is tax
deductible. This assessment is paid with your mortgage payment into your escrow
account, unless you pay your property taxes directly, in which case, it will
show up as a line item on your annual tax bill.
PID funds are held at the City in an account that, by law, can only be used for
our PID. The PID Board, which is elected by Waterford Oaks homeowners, direct
how the money is spent.
CAN THE ASSESSMENT BE
RAISED?
Yes, and it can also
be lowered. If the Board felt it was necessary to change the assessment rate,
the Board would have to recommend that change to the City Council. All
homeowners in the PID would be notified, and a Public Hearing would be held.
Keep in mind, the Board is made up of your neighbors – it is in their best
interest to manage the money well and keep the costs down as the assessment is
theirs too. High Pointe’s PID has had the same assessment of 10 cents since
their inception 4 years ago, and they see no need for an increase.
